Personality:
If there's any one word that sums Dio up, it would be rude. Well, okay, actually, that's a generously mild term. He's an unrepentant asshole. He knows it. He doesn't care. Sometimes he like to act and pretend like he's never done anything wrong in his life but it's hard to ever give any merit to that argument when everything he says and does proves how big of a misanthrope he is. And Dio is a misanthrope. His general disregard of those around him doesn't just stem from a bad attitude: he readily admits that he believes humanity is corrupt and beyond saving. He considers himself a hero in his alignment to Free the Soul: that following their destructive orders is the only way to cleanse what's left and start over. He's able to justify the things that he does as the means to an end. And, honestly, why should anyone deserve to be coddled by him?
He spends most of his time in canon purposefully saying (and doing) the things that he knows will get a rise out of whoever he's talking to. There could be no reason for a situation to be antagonistic but you better believe that he'll force it in that direction. Snide and confident, Dio doesn't have any problems lying through his teeth. It doesn't take long for him to establish himself as the least trustworthy person in his canon. There isn't a single instance of him being honest about his intentions unless his intentions are already terrible (like the time he held Quark's life for ransom and made good on the threat to trash the antidote to his affliction if Sigma didn't do as he said). No matter how he says he'll vote during the ambidex games, he never chooses (of his own will) to pick ally. He's out for himself and no one else; everyone else is just an obstacle--and if you get in his way, don't be surprised to find a knife in your back if you aren't careful. Call him out on his bullshit? He'll shrug. It's your own fault for being too trusting. Consider it a cold dose of reality.
These traits, along with an unshakable belief in his ideals, makes him a very dangerous person to be around. Nothing--absolutely nothing--matters to him more than making good on Brother's wishes. He'd sacrifice everything and everyone and even accept losing his own life if it would mean fulfilling his duties as the leader of the Myrmidons. Dio is effectively a terrorist, an extreme believer of cult propaganda. He was born into it and he's never been able to leave, never wanted to or stopped to think that maybe he should. At the end of the day his purpose in life, the whole reason he was brought into existence, was so he could help rid the planet of a corrupt humanity and bring about a new age. A new humanity. Nothing is sacred--nothing but Brother. As long as he has that sense of purpose driving him forward, he isn't afraid of anything. There's no tactic too dirty for him to exploit and no cries for mercy loud enough to touch his heart.
Still, even with his faith in Free the Soul and his devotion to Brother, even having pledged his whole life to the cause, he's never quite been the sort of man who's able to blend in with a crowd. It only takes one look at him to confirm this. Everything about him screams "individuality". He has what can be described as a singular sense of style--but more importantly, he's broken the rules of the society he holds so dear. As much as he tries to embrace the life of a "new human", he's too unique for his own good, his attitude nearly causing him to be ostracized for the crime of...yep, love of all things. It's mentioned that when he was younger, he became involved in a romantic relationship with a woman on Earth. It's hard to say exactly what became of that, but, unfortunately for everyone, he ultimately chose to repent for his sins and accept the tasks Brother gave him to prove he spirit is unwavering. As hinted by scattered pieces of dialogue throughout the game, Dio is still often burdened by his impure thoughts--not necessarily only of a sexual nature, but of a cruel one. His personal vendettas and pettiness inspire in him the desire to hurt people more than he has any reason to, and it's only the reminder of his true purpose within the Nonary Game that reigns him back in again.
Despite seeming to be some sort of criminal mastermind, what with the fact that he sneaked his way into Rhizome 9, planted bombs all over the place when nobody was looking, and commits a near-flawless murder, Dio is...unfortunately not all that clever. Most of what he does he's able to do because he was told how to do it. He's proud of the fact that he was made leader of the Myrmidons, but that pride also causes him to gloat loudly about it to the very people looking to arrest him. It's easy to trick him into giving out clearly incriminating information about himself, or confuse him into making a mistake that'll ultimately cost him dearly. Reckless or haughty decisions made by his overconfidence in himself generally ends up winding him into more trouble than he causes trouble for others. At the end of the day, despite how much effort he puts into his dastardly plans, he's easily outwitted, outmaneuvered, and even overpowered. It isn't that he's stupid, just that he overestimates his own abilities, and is nowhere near as close to as ingenious or untouchable as he thinks he is.
